）年，貞明皇后の寄付金により「癩予防協会」が設立され，貞明皇后逝去後の1952（昭和27）年には貞明皇后救癩事業募金の基金をもとに「藤楓協会」に引き継がれた。また，ハンセン病と関係のある真宗大谷派光明会は，宗教と財政面の関係で皇室と深く関わりがあった。国のハンセン病対策は「絶対隔離で癩は撲滅できる」ことを国民に印象付け，大谷光明会や，皇室と関係があった日本Mission To Lepers（以下日本 MTL と称す）は皇室の救癩活動と共に国の政策に其々の役割を担っていった。皇室は財政面での支援と「救済慰安」の名の下に慈善事業を進めていくが，やがて，強大な影響力を持つ医療者の「民族浄化」の考えが大谷光明会や日本MTL
